Whereas, the multiplicity of TV programming delivery methods available today, along with the growth in the number of markets where audio-described television programming is available, has the potential to exponentially increase the demand for audio description; and

Whereas, the historic Twenty-First Century Communications and Video Accessibility Act (CVAA) and its implementing regulations promise a revolution in the use and enjoyment of digital TV through audio description and accessible video equipment; and
Whereas, Walter Spillum (Walt), who passed away on April 29, 2015, devoted over 4 decades of his life to people who are blind or have low vision in Japan; and
Whereas, Walt single-handedly created a training center in which English and blindness skills are taught to Japanese people who are blind or have low vision; and
Whereas, for many years, people who are blind or visually impaired have successfully made use of guide dogs as a means of improving their mobility; and
Whereas, the Americans with Disabilities Act (ADA) has long allowed the use of service animals to assist individuals with a wide array of disabilities to travel safely and live independently; and

This organization congratulates the District of Columbia Council of the Blind on its 100th anniversary.
WHEREAS, the District of Columbia Association of Workers for the Blind was incorporated in 1913 and provided advocacy and services under that name until 1993; and

WHEREAS, the Medicare program is the sole or primary provider of health care coverage for tens of thousands of Americans who are blind or visually impaired; and,

1. The officers, directors and members of this organization hereby confirm their support for an international treaty on copyright exceptions and limitations that will allow producers of books for people with print reading disabilities to share them with individuals in other countries.

1. This organization directs its governmental relations staff and Environmental Access Committee to include in its comments on public rights-of-way support for a requirement that, at intersections where there are multiple accessible pedestrian devices, the audible signal phase for each signal must be unambiguously identifiable with its particular crossing.
