James O. Carter, age 75, of Knoxville, passed away February 25, 2007 at St. Mary's Medical Center. James became a member of the Tennessee Council of the Blind in 1970, and served for many years as its first vice president. He also worked for many years as the newsletter editor. He was a member of the East Tennessee Council of the Blind, and for six years served as that chapter’s president. He was a member of several other organizations, and served on a number of their committees.
